Baghdad Metro Project Under Review

The Baghdad Metro project remains under review following an assessment of current proposals, which were found not to meet the requirements necessary to proceed with a project of this scale.

A fourth report on the project, prepared by the Iraq Development Fund in cooperation with international institutions and companies with metro experience in Turkey and China, was reviewed. The report examined a proposed investment package, along with associated technical, financial and implementation risks.

Previously submitted offers were also reassessed in detail by Baghdad Municipality, the Iraq Development Fund and advisory bodies. The review concluded that the offers did not satisfy the specific conditions required to launch the project.

It was decided that a final position paper should be prepared and evaluated in cooperation with international institutions such as the International Finance Corporation (IFC) or the European Investment Bank, with a view to developing a new investment package in coordination with relevant Iraqi entities.

Baghdad Municipality was also tasked with forming and training a specialised technical team to serve as a dedicated unit for the future implementation of the Baghdad Metro project.
